Frog cards can be found in Hogsmeade which you either need a fake permission slip or be of the correct year to enter.

If yer like me, about to write a thread in Hogsmeade before detention arrives, then I suggest the permission slip, but I don't think you have one yet. O.O I'd sign up for Opeila's raffle- one item there is a permission slip. it also provides access to Room of Requirements while without it in third year or higher, you can't get in.

Oh I didn't know the permission slip also unlocked the Room of Requirements! Then yeah, definitely go for the slip! I believe I was gifted my Fake Permission Slip, but you can always save up for it with money. Or, as Cody said, participate in Pei's raffle.
