You guys are giving the new person some conflicting information about abilities.

You can apply for a special race (this would be dhampir, part veela) which encompasses a lot of blood races as well as certain special skills (like metamorphmagus or parselmouth) that would be too much for a single simple ability as they really define a large part of your character. Every other year, starting with your first year you get an ability that has to come from this special race. Some people like the flavor of special races but there is less versatility. Or you can be a normal human (they have slightly higher starting stats and you can pick from a long list of abilities every year). Being a normal human does not have a time limit on application. We have some people in their second year without a chosen ability.

Sadly there was no single term that works for both that is in universe for this.

There are many things in the world with many terms. Language is a very confusing thing.
