If we're going by IC, Peri would struggle to stand Percy. He basically bailed on his family for his Ministry job, and stood with the government even when they were in the wrong. Though he later went back to them, Peri would think he's selfish and weak at heart, would probably consider him shamefully fickle. Lavender is just scary, she's obsessive, and the act of going so far as to drug someone with a Love Potion would make Peri avoid her at all costs. I think he and Fred could be good mates, the twins are incredibly clever and their mischief doesn't really involve hurting or embarrassing others unless they deserve it, looking at you Umbridge. Fred has a genuine heart. They might have something of a cat-and-mouse dynamic as prefect and hooligan, or Fred would be the one to goad out the mischievous side Peri's suppressing. Platonic soulmates are a thing, right?
If it's OOC I'd say Fred hands down. The twins are my favorite characters, and as someone who spent way too much of their high school career finding ways to sneak off campus, I think we'd get on great.
