I believe there is a list under each school's registration thread as to which country is allowed. I don't think I saw any middle eastern countries, but you might want to double check.
In this case, you can make your character from and possibly living in the middle east, but there fiom has to happen in a country which the desired school allows.

If you only turned it off recently, you have to wait a certain amount of time (a day or two, maybe?) before it will show.
