That's odd as I can access the stipend for Luka because because it seems that I shouldn't be able to
You haven’t been given your full perms yet for iNPC and you are not allowed to enter the house common rooms to gain a stipend since your character is an iNPC and will gain perms soon. :) (chaos has been happening lately with all the changes, so it may be a few days for you to get full perms. :))

The only reason for that is because you have been sorted into a house which every account gets, but admins add your special iNPC colors, year, school, and all that which comes with no stipend. During this time of waiting for these new permissions, iNPC accounts are not allowed to enter house specific areas (like common rooms) and claim a stipend because it creates unfairness. :)

You can technically until your official iNPC permissions are given, but it is against the rules to do so in respect of the privacy of what happens within other houses. :)
