1. Yes you can! You can apply for a change during your index registration under the question that says 'Does any Profile Card info need changing?'
2. There doesn't need to be a difference. To be perfectly honest, you don't even need all the information in your profile so long as you have it in your encyclopedia. And if your do have it in there, it's just important, if there are discrepancies, that all the information remains the same at its core.

To change residence I think you should owl a staff member, most probably the head of your house, if you have already registered in the index. If you haven't you can mention it when you do.

There's not really much difference between your ency text and profile description, but you need to make a post in the ency of your trunk where you have to put your stats and abilities. You can find more information about your ency here.
