Yes, but like Colin said, it does have to pass through index and there are complicated facets of it such as the bitten person giving up existing abilities and the biting werewolf risking their character getting in a lot of trouble (NPC werewolves can’t be used to turn someone after registration).

How much trouble?

The character could potentially end up in Azkaban and you wouldn’t be able to RP them at Hogwarts anymore. We try to avoid that because we want everyone to be able to properly play their character but there does need to be some balance of realism with potential consequences – for example, your character wouldn’t be allowed to repeatedly bite people and not get in trouble for it.
