do you mean playing for another house? If so, then no you can't. You can only play for the Ravenclaw team, if you chose to do apply.

Yes! There are on occasion unofficial Quidditch games that people offer to moderate! If you sign up early enough, you can usually get on one of the teams and play without being on the official team!
