Cress McNess was born to a wizard father and a Muggle mother. Her father attended the Hogwarts School of Witchcraft and Wizardry (a Hufflepuff), while her mother attended a private school in the east part of London. The two met in a rather interesting way: her father was being pursued by another wizard, who was trying to rob him. He was forced to Stupefy the other wizard, while in the presence of a Muggle: Cress's mother. Her mother was stunned at first, but not downright terrified; she thought that the magic was actually pretty cool. However, her father was forced to Obliviate her mother's memory of that encounter, but he did decide to re-meet her mother in another circumstance.
Point in case: the two fell in love and eventually got married. While the pair decided to live in London, outside of the magical community, they did decide to raise their only daughter (Cress) as a witch. Cress looked mostly like her father, but with her mother's characteristics; a bit short for her age, but skinny and frail, with pale blonde hair and blue eyes. Her magic began to surface at a young age; when she would throw tantrums, Cress would simply look at a toy and it would rip into a thousand little pieces, making her cry even harder. Couldn't open a door? The door would open by itself. As she grew older, the magical happenings would increase in not only size but ability as well.
However, when Cress was around 9, her parents seemed to hit a rough patch. Her father had gotten a job at the Ministry, and had wanted to move into the wizarding community. Her mother didn't want to sacrifice every Muggle thing in her life to live in a community where she was overlooked and not able to do anything. The fighting got so bad, her mother kicked her husband out of the house for nearly 9 months before they worked things out and started to set rules down. Cress still remembers the endless fights and her crying into her pillow at night. During this time, Cress grew to learn how to block out disruptive noise and to keep a face on in the midst of hurting.
Going more into her personlity, Cress was a rather happy person, always trying to seem happy for the sake of others. An outspoken person, she was never shy around others and would love to talk with just about anyone. Also a loud type of person, she was a pretty energetic child. A few faults were that she would seem to be rather annoying, and couldn't always keep secrets. Cress would pick fights with just about anyone if she was in a cranky mood, and sometimes said rash things about people.
